Photoshop glitch effect techniques:

Step 1:

Create a new 1920 by 1080-pixel document in Photoshop. Set the color mode to RGB 8-bit and set the background contents to black.

Step 2:

 Then click Create to activate the horizontal type tool. Set the text color to white using this box.

Step 3:

Choose a font that is bold and italic. Click once on the canvas and type the word Glitch in all caps and set the font size, and with the move tool, align the text to the center of the canvas 

Step 4:

Click on the text in the layers panel right and convert it into a bright object.

Step 5:

Double-click on the empty area next to the layer name to open the layer styles. Under advanced blending, uncheck green and blue; click OK.

Step 6:

Press ctrl and cmd J to duplicate the layer; double-click on the new layer, check green and blue, uncheck red, and click okay.

Step 7:

Activate the move tool, hold down the shift key move the layer a little bit with the move tool.

Step 8:

Now select these two layers by holding the shift key right, clicking, and converting them into a bright object.

Step 9:

Activate the rectangular marquee tool and create a rectangular section just like the image and hold down the shift key to create another one, make it a little smaller, another one there, and another one in the below.

Step 10:

Make sure the layer is selected, and click over the layer mask button under the layer panel. now the chosen area is hidden.

Step 11:

Now hit Ctrl or cmd J to duplicate the layer, click on the mask of the new layer, and hit ctrl and cmd I to invert it.

Step 12:

Now with the move tool, hold down shift and move the layer a little bit and

Hold down shift and select both layers right, click, and convert to a bright object

Step 14:

Go to filter, distort> wave

Step 15:

play with these settings or copy these values making sure the vertical scale is set to 1 percent, and click okay

Step 16:

 ctrl or cmd j to duplicate the layer; then go to filter pixelate > mezzotint. I will use short lines and click okay

Step 17:

In the layers panel, activate the bottom bright object and choose filter blur> motion blur.

Step 18:

Set the angle to zero and the distance you want and click okay

Step 19:

For the last time, select both layers and convert them into intelligent objects; ctrl or cmd J to duplicate, go to filter blur> motion blur again.

Step 20:

Make sure the layer is activated and go to blend mode to multiply, and that’s how you can create a glitch effect.
